The Vatican in Judge Dredd: Humanity's Most Dangerous Ally?

If you've only experienced Judge Dredd through the films or the occasional comic, you'd be forgiven for thinking the world revolves around Mega-City One. Giant city blocks, brutal Judges, mutants, and the ever-present threat of the Dark Judges are iconic parts of the setting. But venture a little deeper into the lore of 2000 AD and you'll discover one of the strangest, and arguably most powerful, institutions in the entire Judge Dredd universe: the Vatican.

Far from being a relic of the past, the Vatican survives the Atomic Wars and evolves into something unlike anything we've seen in traditional science fiction. It remains a religious authority, but also becomes an intelligence agency, military organisation, supernatural defence force, and political power all rolled into one.

A Miracle of Survival

The Vatican's continued existence after the Atomic Wars is almost miraculous. While much of the world was devastated by nuclear exchange, neither side apparently wanted to be remembered as the civilisation that destroyed the heart of Catholicism. That single act of restraint allowed the Vatican to emerge from the ashes as one of Earth's oldest surviving institutions. Rather than fading into irrelevance, it adapted.

The Judge-Inquisitors

Unlike Mega-City One, where ultimate authority rests with the Judges, the Vatican remains under the leadership of the Pope and the College of Cardinals. To enforce its will, it fields its own elite force of Judge-Inquisitors. These are not ordinary law enforcers.

Judge-Inquisitors specialise in confronting supernatural threats, armed with Absolver guns and operating under emergency protocols that reflect the dangers they face. Where Mega-City One declares a Code 99 Red, the Vatican escalates to the ominously named Code 666 Red. The name alone tells you everything you need to know about the kind of horrors they routinely encounter.

Fighting Monsters Instead of Criminals

By the 22nd century, the Vatican's mission has expanded far beyond religion. Its primary role is protecting humanity from threats most citizens never even know exist: Demons, Necromancers, Vampires, Occult conspiracies, and Ancient alien entities.

To combat these dangers, the Vatican develops specialised organisations such as DeepCore and White Ops, operating alongside an off-world intelligence network. Rather than judging potential recruits by their background, the Vatican values effectiveness above all else. If someone can protect humanity from supernatural horrors, they're useful and no character embodies that philosophy better than Devlin Waugh.

Devlin Waugh: The Vatican's Most Unusual Agent

Devlin Waugh is one of the most memorable characters in the entire 2000 AD universe. Part vampire hunter, part exorcist, part supernatural detective, Waugh undertakes missions that would leave even Judge Dredd questioning reality.

His Papal immunity allows him to bypass Mega-City One's strict border controls, making him one of the few operatives capable of moving freely between jurisdictions when the supernatural threatens civilisation itself. He's also proof that the Vatican is remarkably pragmatic. Holiness is important, but results matter more.

Ideology as a Weapon

The Vatican doesn't simply differ from Mega-City One politically. It differs philosophically. When the zombie apocalypse known to readers as Judgement Day devastated the world, Mega-City One saw it as a catastrophic security crisis.

The Vatican saw something very different. It regarded the disaster as divine punishment for humanity's sins and rejected the name "Judgement Day" altogether, insisting that only the true biblical event deserved that title. Even the decision to destroy infected megacities with nuclear weapons was viewed as a moral obscenity. That ideological divide creates one of the most interesting rivalries in Judge Dredd lore.

The Nommo Crisis

Perhaps the Vatican's greatest challenge came during the events surrounding Lord Benjamin Hekt. Hekt sought to summon the ancient Nommo from Sirius and transform humanity into something entirely new. The crisis began with the theft of sacred relics from the Vatican's vaults. Among them was the skull of the Herod, a monstrous being responsible for unimaginable devastation in the past.

Despite deploying DeepCore, White Ops, and recalling Devlin Waugh to active service, the Vatican repeatedly failed to stop events spiralling out of control.

The Herod was resurrected. Centres of Pestilence were activated around the globe. An uneasy alliance with the League of Shadows proved insufficient. Ultimately, only the sacrifice of Eddie Whiteman prevented Earth's complete transformation. Even then, the planet required months to recover spiritually.

When Heroes Become Villains

One of the greatest strengths of Judge Dredd has always been its moral ambiguity. The Vatican exemplifies this perfectly. Sometimes it serves as humanity's greatest defender. At other times, it becomes one of its greatest threats. That duality reached its peak with the secret society known as Sanctus Dominus. Believing that the creator deity Grud had died creating the universe, its members attempted to recreate God through horrific rituals involving murdered psychics and burned souls.

Devlin Waugh and Judge Dredd ultimately stopped the ritual. Or so they believed. The chilling twist is that the Papacy itself was already aware of the conspiracy, and quietly intended to continue the project anyway.

Why the Vatican Stands Out

What makes the Vatican so fascinating isn't simply that it fights demons or commands supernatural operatives. It's that every action is carried out with absolute conviction. Unlike Mega-City One, which often justifies its brutality through necessity, the Vatican believes its mission is divinely sanctioned. That certainty makes it one of the most unpredictable powers in the Judge Dredd universe. Sometimes it's the only thing standing between humanity and unimaginable horrors. Sometimes it's responsible for creating new ones. And that's exactly why it remains one of the richest pieces of worldbuilding in all of 2000 AD.

Background

Marcus Severin has spent over twenty years hunting supernatural threats across Europe, the Cursed Earth, and several off-world Vatican listening posts. Unlike many of his peers, Severin believes cooperation is often more effective than intimidation.

To improve diplomatic relations with other Justice systems, the Vatican dispatches him to Sector 102 on a year-long cultural exchange programme. Officially, he is there to observe local law enforcement. Unofficially, he has been instructed to determine whether Sector 102 possesses relics or occult artefacts that should fall under Vatican protection.

Appearance

Unlike Mega-City Judges, Severin's armour combines traditional Judge equipment with ecclesiastical influences. Deep crimson shoulder cape, gold Inquisitorial badge replacing the standard eagle and a deep black armour. He carries an Absolver sidearm, whilst his helmet incorporates a gothic T-shaped visor resembling a medieval great helm.

Personality

Unlike the famously uncompromising Judge Dredd, Severin is surprisingly courteous. He asks questions before drawing conclusions. He enjoys studying local customs and he believes every city develops its own interpretation of justice.

Unfortunately...He also quietly judges almost everything he sees. He finds Sector 102's relaxed attitude toward mutants deeply concerning. He privately records "instances of questionable morality" in an encrypted journal that no one is supposed to read.
