The Most Corrupt Mega-City in Judge Dredd Explained

Welcome Dredd-Heads! It's time for another Sector 102 world tour! Today we're leaving the familiar streets of Mega-City One and travelling deep into South-Am to visit one of the most dangerous, and infamous, cities in the Judge Dredd universe. Welcome to Ciudad Barranquilla.

Better known to almost everyone else as...Banana City.

Ciudad Barranquilla

Built upon the ruins of Buenos Aires, Ciudad Barranquilla is the largest mega-city in South-Am and arguably the most openly corrupt city on Earth. While Mega-City One likes to present itself as the last bastion of civilisation, Barranquilla embraces a very different philosophy. Here, the rich prosper, the poor struggle to survive, and justice is often measured by the size of your bank account. It has earned the nickname "Banana City" from Mega-City One citizens, a term the local Judges absolutely despise.

Life in Banana City

Life in Barranquilla is divided by wealth. High above the sprawling barrios sits Sierra dos Lobos, the Mountain of Wolves, where the city's wealthy elite and senior Judges live in luxury, literally looking down upon the citizens below. Meanwhile, millions live in poverty throughout the barrios. Healthcare is entirely privatised. Food is scarce. Opportunity is almost non-existent. For many young people, joining a narco-cartel is the only realistic path out of poverty. Remarkably, these cartels aren't hidden criminal organisations...They're officially licensed by the Justice Department.

Justice... For Sale

Perhaps nowhere else in the Judge Dredd universe is the Justice Department so openly corrupt. Barranquilla Judges own businesses, they collect rent, they accumulate wealth, and many become Judges simply because they were born into influential families or possessed enough money to buy their way into the profession. Justice isn't blind in Barranquilla. Justice is business.

Citizens sentenced to lengthy prison terms even have the opportunity to appeal directly to the Judge Supremo...Provided they can afford the fee.

Mega-City One's Uncomfortable Neighbour

Despite constantly mocking Barranquilla as "Banana City," Mega-City One relies heavily on trade with South-Am. Huge quantities of food and treemeat are exported north while many Barranquilla citizens struggle to feed themselves. The relationship has always been strained. Mega-City One sees Barranquilla as corrupt and backwards. Barranquilla sees Mega-City One as arrogant hypocrites who exploit South-Am while pretending to be morally superior. Neither side is entirely wrong.

Judgement Day

Like much of the world, Ciudad Barranquilla suffered greatly during Judgement Day. Zombie hordes overran the city, forcing its rulers to beg Mega-City One for assistance and against all odds, Barranquilla survived. Just another chapter in a long history of violence.

Stranger Than Fiction

As dangerous as Barranquilla already is, its surrounding wilderness hides even stranger threats. The jungles became home to giant intelligent ants born from disastrous pesticide experiments. Mutant mosquitoes known as Los Zancudos enslaved entire human populations deep within the rainforest. There is hidden missile silos, mysterious ancient ruins and a constant threat of Civil wars and Political coups. Few places in the Judge Dredd universe can match Barranquilla's bizarre history.

The Barranquilla Judges

Barranquilla's Judges may wear the same eagle badge as their counterparts around the world, but their role is very different. Rather than serving the public, they function as the city's ruling elite. They occupy luxurious apartments high above the barrios while licensed cartels operate almost openly below. Power changes hands through political intrigue, bribery, and occasionally outright civil war. Despite their reputation, Barranquilla's Judges resent criticism from Mega-City One.

Their argument is simple "If your system is so much better... why do your own citizens hate you?"

It's an uncomfortable question, and one Judge Dredd himself has never been eager to answer.

Judge Cortez

Raised in the barrios but sponsored into the Judge Academy by a wealthy patron, Judge Cortez has seen both sides of Barranquilla society. His methods often make Mega-City One Judges uncomfortable. Bribery is second nature to the criminals he hunts, and he has no hesitation using deception, informants, or turning rival gangs against one another to bring in his targets. Officially he's on exchange to improve relations between the two cities.

Unofficially...he is there crush a popular political group who are anti the current Justice system opporating within Barranquilla. But first he needs to recruit some muscle.

Final Thoughts

Ciudad Barranquilla perfectly captures one of the central themes of the Judge Dredd universe. Mega-City One often claims to represent law and order. Barranquilla barely bothers pretending. One hides its corruption behind procedure. The other puts it on public display. Both believe they're right. Both believe they're the future. Both are most wrong!
